International trade agreements ban the former; political support and government budget priorities limit the latter... Modern agriculture, with its new sciences and new technologies, no longer needs many people to produce food and fiber crops... A declining farm population in turn reduces the need for rural retail services and for rural communities to serve as senior citizens centers...
