Historically, at all of Kham's strategic frontier locations, local institutions outstripped the Chinese state in political, military, and ideological power. With perceived threats from the Anglo-Russian "Great Game" accentuating Qing vulnerability in central Tibet, the Sichuan provincial government took advantage of the frontier crisis to encroach upon local and Lhasa domains in Kham. Although the frontier campaign was portrayed in Qing official discourses as a part of the nationwide reforms of "New Policies" (xinzheng) and administrative regularization (gaitu guiliu), its actual course on the ground was influenced primarily by the dynamics of Sichuan's competition with central Tibet, power struggles among Qing frontier officials, and Kham's internal configurations of power. The growing regionalism intensified the resistance of local forces to Qing authority. Although the late Qing campaign produced very uneven results, it nevertheless has become an important source of policy inspiration and sovereignty claims for the succeeding governments.
