In Assembly, January 31st, 1788 Whereas the United States in Congress assembled, did on the 28th day of September last, unanimously resolve, "That the report of the convention of the states ... be transmitted to the several legislatures ..." Therefore resolved ... that the said report ... be submitted to a convention of delegates to be chosen by the people of this state ...
