520 |a In addition to one folder of miscellaneous reports that span the 1950s, there are more formal printed reports made by Bishop Manikam (first Tamil Lutheran Bishop of the Tamil [India] Evangelical Lutheran Church), A.C. Dumper, and J.R. Fleming. Subject files contain newsletters and information on such projects as medical work and Bible training, They also include minutes and reports from the Malayan Christian Council, an ecumenical group in which the ULCA held an "associateship," a term indicating that they were not an established Malayan church body
520 |a The files are divided into correspondence, reports, and subject files. The correspondence is arranged chronologically, with the primary correspondent named in the file title. Contents of the files are not limited to these names. In addition to Gotwald, Erb, Anspach, and Vikner, there are also files that note George L. Frock as a major correspondent. Frock served as business manager on the field from 1953-1968. There is also a folder of correspondence related to the Basel Mission (see LCA 28/6/5/1)
520 |a The records are a combination of files kept by Anspach and Earl S. Erb, Executive Secretary of the Board of Foreign Missions (1952-1955) and the Board of World Missions (1956-1962) of the ULCA (see ULCA 19/1/6). A few files pre-date Erb and were kept by Luther A. Gotwald, Executive Secretary from 1947-1952

545 |a Following a Southeast Asia Consultative Conference in 1952, sponsored by the Commission on Younger Churches and Orphaned Missions and by the Lutheran World Federation, the Church Conference of the United Lutheran Church in America directed its Board of Foreign Missions (BFM) to investigate opening mission work in Malaya. With work in China now closed to missionaries and with several other mission bodies already concentrating on Hong Kong and Taiwan, Malaya presented an open field, with the need to minister to the displaced Chinese who had migrated there. The BFM called Paul P. Anspach, a former missionary to China (1925- 1942, 1946-1947), to travel to Malaya after Christmas in 1952, with instructions to survey the field and report back to the board in February of 1953
545 |a In 1963 Malaya became a part of a federation of 13 states named Malaysia. West Malaysia consists of 11 states comprising all of the southern tip of the Malay Peninsula except Singapore. East Malaysia consists of 2 states in North Borneo. Singapore was briefly a part of the federation, and LCA work subsequent to 1963 is designated as work in Malaysia and Singapore, but during the time the ULCA was working there, it was all simply referred to as Malaya
545 |a The missionaries were organized under the name Administrative Council of Missionaries in Malaya of the United Lutheran Church in America (see LCA 28/3/6/2 and LCA 28/6/5/1 for information on this council and its successors). The Lutheran Church in Malaysia, later call the Lutheran Church in Malaysia and Singapore (see LCA 28/3/6/1 and LCA 28/6/5/1), was organized in 1963
545 |a When Anspach reported cautiously but favorably on the possibility of work in Malaya, he was called as Secretary for Malaya and China. His title soon changed to Secretary for Malaya and Hong Kong. Anspach was on the field in Malaya by September of 1953. He returned to the United States in 1955 and directed the work from there. In 1958 he began teaching in the School of Missions at the Chicago Lutheran Theological Seminary in Maywood, Illinois, and Warren C. Johnson took over the Malaya and Hong Kong work, with Anspach serving as an advisor. Johnson had previously served as Secretary for Japan and Special Gifts, beginning in 1955. David L. Vikner took over the work as Secretary for Japan in 1958, serving until 1961. When the Lutheran Church in America (LCA) was established in 1962, the Malaya work came under the auspices of the Secretary for East Asia of the Board of World Missions of the LCA. Vikner served as Secretary for East Asia from 1962-1971
