He exposes the foundations of typically disparate responses to this situation by looking at the historical origins of both religious and secular views of justice, tracing the conflict between egalitarian and non-egalitarian stances

The immediate question--how finite resources should be allocated, particularly to people with inexhaustible needs and meager capacities for improvement--can only be answered by thoroughly examining current concepts of justice, equality, and social responsibility.
